Highlights

  • On 09 April 2023, the submissions of Complaint I and Complaint II against IEFP on Yellow Book were likely blocked via cyber by ICCG (see below).

  • On 10 April 2023, Complaint I and Complaint II were successfully submitted to Portuguese Yellow Book about IEFP Operation-Employment Office in Lisbon. See the enclosed file and complaint and email confirmation below.

  • IEFP responded to Complaint I and Complaint II on 08 May 2023 instead of on 02 May 2023 as required by Portuguese law.

  • IEFP provided a "blah blah blah" answer (see below) regarding the two complaints against IEFP without any reference to the details in the complaint, which de-facto could be considered as a Cover-up answer due to serious wrongdoing mentioned in the complaints, especially related to Complaint II. Note, the same answer was given for both complaints. Thus, Dr. Rozen-Bakher declared that IEFP is a Suspected Conspirator of ICCG.

Blocking Complaint I on 09 April 2023

On 09 April 2023, three attempts to submit complaint I to the Portuguese Yellow Book about IEFP in Lisbon were blocked by ICCG as part of the cover-up crimes and obstruction of justice. See below the screenshots of the 3 attempts, as well as the video of the second attempt and the third attempt.

IEFP Operation - Portuguese Employment Office in Lisbon

In the light of Sabotage Positions Operation in Portugal, 06/2022-Current without getting any help from any Portuguese authority, Dr. Rozen-Bakher and her son decided to register in IEFP, the Employment Office in Lisbon, in the hope that IEFP will help them to bypass ICCG in order to find positions in Lisbon. However, ICCG has started to run the IEFP operation via cyber and conspirators including blocking emails regarding jobs that were given by IEFP (see also Sabotage Positions Operation: IEFP Operation - Blocking Cleaner Jobs).

  • Registration to IEFP, 01/2023. On 04 January 2023, Dr. Rozen-Bakher and her son registered in the Employment Office in Lisbon due to their inability to find jobs in Lisbon because of the ‘Political Prisoners Operation’ that runs by ICCG.

  • Informing IEFP about Sabotage Positions Operation in Portugal, 06/2022-Current by ICCG. When Dr. Rozen-Bakher and her son made the registration at IEFP in Lisbon, they informed the IEFP officer, Mr. Bruno Baeta about that ICCG holds them as political prisoners in Portugal including that ICCG blocked and manipulated emails and applications regarding their positions. That’s done in the hope to get help from IEFP to bypass ICCG. Therefore, in this meeting is agreed that Dr. Rozen-Bakher will forward to Mr. Bruno Baeta the emails that she sent to Portuguese universities, while Mr. Bruno Baeta suggested that Dr. Rozen-Bakher will approach DGES in trying to get their help.

  • A Long Delay Answer from IEFP to the First Email - 18 days. Following the meeting in IEFP, Dr. Rozen-Bakher sent First Email to Mr. Bruno Baeta from IEFP on 05 January 2023 (see below). However, no answer was given, so she sent a reminder on 22 January 2023 (see below). An answer was given by IEFP on 23 January 2023, 18 days after the First email, yet without giving any update if the IEFP officer forward the email to any university in Portugal or approached someone in trying to assist.

  • Following a request for a meeting, 10 Days to get an answer from IEFP that we can come and take a number, yet the answer was not given via a reply email but via a new email (Usually, a person replays to an email and does not make a new email). On 23 January 2023, an email was sent to the IEFP officer with a request for a Meeting. However, no answer was given, so on 29 January 2023, a reminder email was sent to IEFP about the request for a meeting. On 01 February 2023, after 10 days, an answer was given by the IEFP officer regarding the request for e meeting, only to say that we can come in any time that the office is open by taking a number, still, the IEFP officer did not replay to the original email but wrote a new email. Usually, a person replays to an email and does not make a new email to give a reply answer.

  • IEFP did not reply to the email about blocking an application by ICCG. On 17 January 2023, an email was sent to IEFP with the hope to get help about Blocking an Application by ICCG to the position of Chefe de Unidade de Relações Internacionais - Autoridade da Concorrência. A reminder was sent on 22 January 2023. Until today, no answer was given from IEFP regarding this email. (see below).

  • From 06/2020 until today, Dr. Ziva Rozen-Bakher and her son failed to get any position in Portugal or outside Portugal because of the Sabotage Positions Operation by ICCG, despite the attractiveness of the CVs of Dr. Ziva Rozen-Bakher and her son. However, ICCG not only blocked the ability of Dr. Rozen-Bakher to get an academic position as a Professor at a university or other executive positions (Please see Calls for Positions), but ICCG even blocked the ability of Dr. Rozen-Bakher and her son to get simple jobs as cleaners, jobs that were given by IEFP, as described in Sabotage Positions Operation: IEFP Operation - Blocking Cleaner Jobs.


Following the registeration and meeting in IEFP, a First Email was sent on 05 January 2023.

A Reminder Email was sent to IEFP on 22 January 2023

An answer was given by IEFP on 23 January 2023, after 18 days from the First email, yet without giving any update if the IEFP officer forward the email to any university in Portugal or approached someone in trying to assist.


On 23 January 2023, an email was sent to IEFP with a request for a Meeting.
