Highlights

In January 2018, when Dr Ziva Rozen-Bakher and her son Daniel Bakher found out that the complaint was closed by Polícia Judiciária under suspicious circumstances, then Dr Ziva Rozen-Bakher sent urgent letter to Mr Antonio Costa, the PM of Portugal (AG63) with copies to several important Portuguese authorities (e.g. President of Portugal) about it. These letters were sent via the Portuguese government website and emails. However, despite the urgent call for help, Dr Ziva Rozen-Bakher and her son Daniel Bakher didn’t get any response from any Portuguese authorities nor from the PM of Portugal. It’s unclear if the Portuguese authorities got these letters and decided not to respond, or if these letters were Blocked by ICCG.

Closing Complaint I by the National Counter-Terrorism Unit (NCTU) of Portuguese Police (Polícia Judiciária) Under Suspicious Circumstances

Highlights

On 30 June 2017, Complaint I to was given to Portuguese Police (Polícia Judiciária) and Portuguese Government, but it was closed under suspicious circumstances, as presented below.

Importantly, the Current Director of Polícia Judiciária, Mr. Luis Neves, signed the closing of Complaint I by Polícia Judiciária when he was the Director of the National Counter-Terrorism Unit (NCTU) of Polícia Judiciária (see Marker Yellow below).

In 01/2018, Dr. Rozen-Bakher sent an Urgent letter to PM of Portugal, Mr Antonio Costa about Closing Complaint I by Portuguese Police (Polícia Judiciária) under Suspicious Circumstances, but no confirmation or response was given from the PM of Portugal to that letter.

In 05/2018, the current Director of Polícia Judiciária, Mr. Luis Neves, was appointed to his current position.

Here are the Main Grounds for Closing Complaint I Under Suspicious Circumstances:

  • Compliant I Vanished from Books of Complaints.

  • Compliant I Vanished from the System of the Justice Minister.

  • It took two days for the officers of the Justice Minister to find the complaint in the Archive of Justice Minister, still, All Hard Proofs (AP1-AP227) of Compliant I vanished from the Archive including the Disk-onKey that was given when the complaint was given. The Complaint Folder in the Archive of the Justice Minister included only a few pages instead of dozens of pages.

  • The officers put Complaint I on the system of Justice Minister after it was found in the Archive of Justice Minister.

  • Compliant I was closed despite the Urgent Case and Hard Proofs based on the Argument: “the contents of this complaint do not reveal any facts that require investigation”

  • Mr. Luis Neves, the Current Director of Polícia Judiciária signed the closing of Complaint I when he was the Director of the National Counter-Terrorism Unit (NCTU)

  • No Confirmation or Response was given from the PM of Portugal to the Urgent letter about Closing Complaint I by Portuguese Police (Polícia Judiciária) under Suspicious Circumstances.

  • 30 June 2017, Complaint to Portuguese Judicial Police (Polícia Judiciária)

o    Confirmation of receiving the Complaint (AG16).

o    Description of Proofs AP1-AP227 of the Complaint to Polícia Judiciária (AG19).

o    Appendixes of proofs AP1-AP227 of the Asylum and Previous Complaint to Polícia Judiciária in 2017 ZIP FILE (The ZIP file includes the all Serial AP) (The Asylum related to AP1-AP62); Appendixes of Proofs of Serial AP in PDF FILE (The PDF file includes only part of Serial AP)

  • 11 July 2017, Number of Open Investigation: 3236527-Complaint to Polícia Judiciária  

  • 12 July 2017, Number 501152 - Complaint to Polícia Judiciária  (AG15). On 12.07.2017, 12 days after giving the complaint, a number (501152) was given to the complaint in order to start working on the complaint. On the same day, on 12.07.2017, Dr Ziva Rozen-Bakher provided additional proofs AP177-AP227 as part of the Complaint to Portuguese Judicial Police (Polícia Judiciária)  

  • 14 July 2017, A police officer of the National Counter-Terrorism Unit (NCTU) decided to close complaint I without investigating it, despite the urgent complaint and the hard proofs provided in the complaint (AP1-AP227).

  • 17 July 2017, Complaint I was formally closed by the National Counter-Terrorism Unit (NCTU) of Polícia Judiciária based on false ground/Cover-up. The formal reason for the closing of the complaint as mentioned in the closing letter (translated from  Portuguese to English): “To this end, we refer to the file received in this Unit National Counter-Terrorism with the above-mentioned records, since the contents of this complaint do not reveal any facts that require investigation”. Clearly, the closing of complaint I was not acceptable in any way when foreign spy agencies, formally or informally, carry out operations via cyber and spy agents against Portuguese citizens in Lisbon, the capital of Portugal.

Complaint I Vanished from the System of the Justice Office and from the Books of Complaints, and the proofs (AP1-AP227) even vanished from the Archive

Regardless of the Unjustified Closing Complaint I (or in related if the closing was a cover-up), Complaint I even vanished from the system of the Justice Office and from the Books of Complaints, and the proofs (AP1-AP227) even vanished from the Archive. Dr Ziva Rozen-Bakher and her son Daniel Bakher were needed for two days to go from one office to another at the Campus of Justice in Lisbon until the complaint was found by one of the officers in one of the archives, still, without the appendixes of proofs of AP1-AP227, except few proofs that mentioned in the letter of complaint. To clarify, in the Archive was found only the description of proofs without the proofs (Appendixes of Proofs AP1-AP227), so clearly, that ICCG intentionally made the vanish of Complaint I, yet the big question if it’s done, formally or informally, and if it’s done informally, then who assisted ICCG to carry out the vanish of Complaint I.

Is Closing Complaint I and Vanish of Complaint I Run Together as a Whole Operation of Cover-up?

If we look at the Hostile Treat During Giving Complaint II, then Portuguese Police (Polícia Judiciária) is a Suspected Conspirator of ICCG, Formally or Informally.
