Highlights
ZULU Operation was mentioned in Section 2.4.17 in Complaint II to Portuguese Police and Portuguese Government (see below).
ZULU Operation is based on using the language ZULU via cyber to prevent Dr. Rozen-Bakher to understand which picture to choose during the Robot Check by reCAPTCHA of Viseca. The language setting of Dr. Rozen-Bakher is always English.
In some cases, Dr. Rozen-Bakher needed to choose a picture that did not show on the screen check.
ZULU Operation is even used in the Google search engine.
ZULU Operation is used countless times to prevent the progress of an application or during buying online or even to see tracking of posts.
Note, in the complaint it mentioned by mistake ZOLO but it should mention ZULU. Zulu language - Wikipedia
Section 2.4.17 in Complaint II to Portuguese Police and Portuguese Government
An Example of Blocking Tracking Status on Royal Mail in England via ZULU Operation regarding Registered Post (RN503859565GB, 18 April 2019) to Viseca in relation to ‘Blocking Food Operation’. The post to Viseca refers to the Blocking of Mastercard that intentionally left Dr. Rozen-Bakher and her son for a few days without food. On 29 April 2019, Dr. Rozen-Bakher sent an inquiry to Royal Mail to find out if the post arrived at Viseca, but she did not get any response from Royal Mail nor the ability to see the Tracking, so likely that this post to Viseca was blocked because she never got an answer to her letter to Viseca regarding the ‘Blocking Food Operation’, still, Dr. Rozen-Bakher informed ZurichKantonal Bank (ZKB) about the blocking, still, she did not get a response from Viseca via ZurichKantonal Bank (ZKB). Nevertheless, a few months later, Dr. Rozen-Bakher eventually succeeded to speak with the System Assistance of Viseca. They argued that these blocking from the ‘‘Blocking Food Operation’ do not appear on the system.

Friday - Blocking ATMs to prevent the ability to get money.
Friday - Blocking the credit card to prevent the ability to make any transaction including buying food.
Friday - Blocking the ability to make International Calls including to Zurich.
