A Complaint was given to Netherlands Authority for Consumers and Markets (ACM)
Highlights
Zilveren Kruis asked Dr. Rozen-Bakher to Pay for 4 months before the start of the contract of the Health Insurance, even before she and her son were formally Dutch residents. On 9 December 2020, Dr. Rozen-Bakher and her son became formally Dutch residents. The contract with Zilveren Kruis was made on 16 December 2020, but Zilveren Kruis asked Dr. Rozen-Bakher to Pay for the health insurance from 4 September 2020 before she had a contract and before she was a Dutch resident. Zilveren Kruis even tried to collect from the bank of Dr. Rozen-Bakher around 1,000 Euro for the period before the contract, namely from 4 September 2020 until 16 December 2020 when the contract was made. When Dr. Rozen-bakher find out about this attempt, she cancelled this payment, yet Zilveren Kruis tried to collect this unjustified payment via Debt Collector who even asked for Debt Interest. Eventually, Dr. Rozen-bakher paid only for the period of the contract, namely from 16 December 2020 until the end of the contract.
Full Description
On 9 December 2020, Dr. Rozen-Bakher and her son got eventually the Dutch Burgerservicenummer (Dutch Resident number) after a few months of struggling to get it due to the sabotage of BSN Operation by the ‘Israeli Cover-up Conspiracy Group’. Given that, only after getting the Burgerservicenummer, Dr. Rozen-Bakher was able to open a Dutch bank account. Thereby, she opened a bank account in ING bank on 16 December 2020 afternoon, and on the same day, on 16 December 2020, in the evening (20:32), she made Basic Exclusive Dutch health insurance in Zilveren Kruis to her and to her son because before she was not be able to do it without Dutch Burgerservicenummer or Dutch bank account. Hence, from 9 August 2020 until 16 December 2020, Dr. Rozen-Bakher and her son were covered by the EU-Portuguese health card (Ziva: EU PT EHIC: 80620011210057651556) because during this period, they were formally Portuguese tourists in Netherlands until they got the Dutch Burgerservicenummer. Thus, according to the health insurance with Zilveren Kruis, Dr. Rozen-Bakher is supposed to pay 279 Euro per month for her and for her son since 16 December 2020 when she made the health contract with Zilveren Kruis.
However, at the end of December 2020, Zilveren Kruis tried to take from Dr. Rozen-Bakher’s bank more than 1,000 Euro instead of 279 Euro, so Dr. Rozen-Bakher cancelled this payment, yet she approached Zilveren Kruis to figure out why they tried to take this higher amount that contradicts the monthly payment of 279 Euro. Zilveren Kruis argued that they would like to charge Dr. Rozen-Bakher for 4 months before she made the contract namely, from 4 September 2020 until 12 December 2020 when she was formally a tourist in Netherlands without Dutch Burgerservicenummer nor Dutch bank while she was covered by the EU-Portuguese health card. Zilveren Kruis argued that 4 September 2020 is mentioned in the contract as the start date, despite that this date already occurred in the past when the contract was made by Dr. Rozen-Bakher, so why someone will make a contract that starts in the past including payment for a past period?. Obviously, no one will make such kind of contract including not Dr. Rozen-Bakher. Note, 4 September 2020 is the start date of the rental apartment of Dr. Rozen-Bakher in Netherlands, so it seems that this date serves as a manipulated tool for the overpayment by Zilveren Kruis, as done in many cases before by the ‘Israeli Cover-up Conspiracy Group’, either via cyber or by conspirators (Please see ‘Increasing Costs Operation’ in section 2.4.10 in the Complaint to Portuguese Police). Given that, Dr. Rozen-Bakher informed Zilveren Kruis and their debt collector Flanderijn that she suffered from political persecution and cyber operations against her for many years including in Netherlands, so she is not going to pay for any past period before she made the contract on 16 December 2020. In spite of that, the debt collector Flanderijn that represents Zilveren Kruis tried to collect the unjustified amount for the past period before that the contract was made by Dr. Rozen-Bakher. More specifically, until today, the debt collector Flanderijn sent to Dr. Rozen-Bakher 5 letters (2 via email and 3 by post): 7 April 2021 - 942 Euro; 7 June 2021 - 396 Euro; 20 July 2021 - 667 Euro; 16 July 2021 (date in handwriting) - 468 Euro; 16 July 2021 (date in handwriting) - 968 Euro. To conclude, Dr. Rozen-Bakher has paid the monthly payment of 279 to Zilveren Kruis from 16 December 2020 until the end of the contract via her Dutch bank account, yet she declined to pay for the past period before she made the contract on 16 December 2020.
