China is a Communist country that has no obligation to report on each step of the government like the democracy of the USA, so China could allocate resources for counter-sanctions of Russia without that the West knowing about it in order to not risk Chinese organisations that work closely with the West. Looking at the contradiction between the formal versus informal data of the trade between China and Iran may give a clue for the Chinese ‘invisible hand’. Besides, Russia would not have entered the war without getting a backup for counter-sanctions from its allies, especially from China.
