The problems with the PhD reports - 'outside' problems and ‘inside’ problems
The 'outside' problems of the reports. When I got for the first time the reports on the beginning of December 2010, I immediately reported to several high-rank persons of Haifa University, includes the president and the Rector. At this stage, I only deal with the 'outside' problems of these reports: First, where is the 'missing report' (please see Ap220). Second, why the first report of Prof. Avi Faigenbum doesn't look like his formal report, but as 'pieces' from several documents with different fonts without the logo of the formal letter of this professor. The same Professor reviewed my M.A. thesis and his formal report look as it should be (please see Ap221) and not as a 'pieces'. Besides, there is no copy of his formal approval, but a certified copy. Regarding these problems, I got some answers from several persons from Haifa University includes a formal answer from the former Rector of the University of Haifa, Prof. David Faraggi. According to these answers, this reviewer died and his report "copy" from the email that he sent to Haifa University (they refuse to show this email). That's mean that someone uses a paper of Haifa university to create this document by copy and paste the 'pieces' from his email. However, as we can see in Ap221, his review report looks different and not like 'pieces'. Third, the second report of Prof. Goldberg shows with the date of 18 November 2002, 9 years before the date that it's supposed to be. This report supposed to be done in 2010 and not in 2002. When I asked from Prof. Eran Vigoda-Gadot, the former head of Political sciences from the University of Haifa, to ask from Prof. Goldberg to fix this mistake because it seems to me impossible that I will have a review report with a date of 9 years earlier. However, I got an answer from him that it's not important and he refused to fix this mistake. Maybe because it's not a mistake, but a 'creation of a review report based on old documents.
The 'inside' problems of the reports. Since the beginning of December 2010 when I got the reports until 16 December 2010, I deal only with the 'outside' problems of these reports without any success. On 16 December 2010, I started to deal with the 'inside' problems of these reports. The 'inside' problems refer particularly to the 'pieces' report of the reviewer who died. On Friday, 16 December 2010, at app. 11:00 AM, I met Prof. Yaakov Weber to discuss with him on the 'outside' problems of these reports. At that stage, I still didn't aware of the 'inside' problems of the reports. When I came back home after the meeting with Prof. Yaakov Weber, I started to learn the comments. The two reports didn't give conditions for the approval, but the comments given as an optional for improvement. However, when I started to learn the comments, I got a shock due to the 'inside' problems of the 'pieces' report. The report was completely 'fabricated'. The comments mention section and pages that do not exist in the same sections and pages of my dissertation. On 16 December 2010, at app. 14:00, I sent immediately an email to the President of University of Haifa, Prof. Aaron Ben-Ze'ev. In this email, I described in detail the contradictions between the review reports and my dissertation. For examples, the report mentions 4 research questions on page 26, but in my dissertation, exist 6 research questions on page 8. The report mentions the contribution of the research on page 32, but in my dissertation, this section mentions on page 13. The report also mentions pages 36 and 58, but these sections in my dissertation exist on pages 17 and 39. The report also mentions that
the literature review is long till page 100, but in my dissertation, it's much less, it's between pages 17-73. In my email to the President of the University of Haifa, Prof. Aaron Ben-Ze'ev, I also requested that someone meets me urgently due to these contradictions. However, I didn't get an answer to my email and after two weeks despite the 'fabricated' reports, they approved the dissertation. In that stage, I feel tired from their layers regarding these reports, so it seems to me useless to continue to argue with them regarding the reports. Nevertheless, the approval was the starting of the operation of the Shin-Bet - 'eliminate of Dr. Ziva Rozen-Bakher'. During the last years, the Shin-Bet put a lot of effort to destroy the proofs regarding some of the important emails in relation to these reports, but without success. For example, the email to the President of Haifa that I explained to him about the 'inside' problems of the report, exist in several 'safe' places. In the coming future, I will reveal additional proofs regarding these 'fabricated' reports includes the email to the President of the University of Haifa, Prof. Aaron Ben-Ze'ev.
Who review the PhD reports?
I had two supervisors for my PhD study – Prof. Aaron Cohen from University of Haifa and Prof. Yaakov Weber from the Collage of Management in Rision Lezion. Prof. Aron Cohen from University of Haifa has no research expertise on the topic of the PhD, but the ability to advise me regarding the methodology, while Prof. Yaakov Weber has a research expertise both on the topic and the methodology.
Prof. Aaron Cohen from University of Haifa was the main supervisor and he managed the review process of my PhD dissertation.
Before I submitted my PhD dissertation for review, I requested to give a list of recommended reviewers that have the expertise on the topic of my PhD study.
Therefore, with the advice of Prof. Yaakov Weber, I forward to Prof. Aaron Cohen a list of recommended reviewers that could review my PhD dissertation (please see the list below). Thus, according to Prof. Aaron Cohen and the PhD study Director of the Authority of Advanced Studies of the University of Haifa, when I submitted my PhD dissertation for review on November 2011, my PhD dissertation sent to two reviewers from the list below. According to the PhD study Director of the Authority of Advanced Studies of the University of Haifa that managed the review process with Prof. Aron Cohen, one of the reviewers completed the review report after two months with a recommendation to approve the PhD dissertation without any conditions. A second reviewer from that list accepted to review the PhD dissertation, but after a one month, the reviewer gave it back due to inability to deal with the topic of the PhD.
However, despite that at least one of the reviewers is supposed to be from the list below, according to the review reports that I got from the Authority of Advanced Studies of University of Haifa, none of them reviewed my PhD dissertation.
On the contrary, according to the review reports that I got from the Authority of Advanced Studies of University of Haifa, other two reviewers made the reports.
Based on this contradiction, when I got the review reports from the Authority of Advanced Studies of University of Haifa, I raised the question, where is the "missing" review report? However, I got an answer from the Rector of Haifa University that there is no a "missing" review report and everything 'OK' with the review reports.

Sophisticated cyber-attack to vanish the proofs about the report
Sophisticated cyber-attack that delete only part of an outlook archive file with the aim of deleting two sensitive emails. Despite that they deleted these emails from the file, I have hard copies of the important email that I sent to the president of Haifa University. In these two emails, I reported on high probability of forgery of an important document to two senior persons in the University of Haifa – the former president of Haifa University, Prof. Aaron Ben-Ze'ev and Prof. Gabriel Ben-Dor, the Former Head of the National Security Council (NSC) of Israel and the Head of the National Security Studies Program at the University of Haifa. At the University of Haifa, I did my B.A, M.A and Ph.D. and I also participated in report writing on the Political Science School for the Council for Higher Education of Israel. On Friday 15 December 2010, 14:00 PM, when I realized that there is a high probability for forgery regarding an important document, I sent immediately an email to the president of Haifa University, Prof. Aaron Ben Ze'ev. This email was deleted from the file. Despite that they deleted this email from the file, I have hard copies of this email. Additionally, they also deleted the email that I sent to Prof. Gabriel Ben-Dor regards this issue. I was a student of Prof. Gabriel Ben-Dor for many years, so I tried to get his advice regarding this problem. Moreover, I didn't notice to the damage of the file until that one day I opened the file and noticed for the damage of the file. When I realized about this damage, I reported immediately about this incident to Prof. Gabriel Ben-Dor. Notably, many senior security officers in Israel includes from the Shin-Bet, done their B.A and M.A studies in Haifa University, particularly at the National Security Studies Program. Hence, there is a lot of networking between academia at Haifa University and the Security Elite in Israel. For example, the former head of the Shin-Bet, Mr. Yoram Cohen, received his BA and MA in political science from the Haifa University and he is also a graduate of the National Defense College. Mr. Yoram Cohen is also a member of the Israeli friends of the University of Haifa. Mr. Yoram Cohen served as the Head of the Shin-Bet during 2011-2016.
The failure to destroy the proofs related to fabricated reports at this stage led after that to worsen of activities against me and my family, as described in the Asylum and in the previous and current complaint.

1.5.1.1 - Q4/2010 - Formal Complaints to the Management of University of Haifa about the Abuse of Power and Fabricated Reports

Explanations about the Abuse of Power in the University of Haifa (AG24)
This section deals with the formal complaints to various figures in the University of Haifa about the abuse of power by Prof. Aron Cohen, as well as about the fabricated reports. All the complaints were given during the period of Q4/2010.
1.5.1.1.1 - Q4/2010 - Complaints to Prof. Aaron Ben-Ze’ev, the Former President of University of Haifa about Abuse of Power by Prof. Aron Cohen.
Several letters of complaints were sent to Prof. Aaron Ben-Ze’ev, the former President of the University of Haifa about the abuse of power by Prof. Aron Cohen against Dr Ziva Rozen-Bakher that was his PhD student during the incidents. The abuse of power by Prof. Aron Cohen was reflected in intentionally delaying in the approval of the PhD Dissertation of Dr Ziva Rozen-Bakher for over a year and a half along with aggressive revenge behaviour by Prof. Aron Cohen against Dr Ziva Rozen-Bakher, which was still his PhD student and was still needed his approval for various issues. These letters were sent with copies to several high-rank persons in the University of Haifa, such as the former Rector, Prof. David Faraggi and the former Head of Advanced Studies, Prof. Yitzhak Harpaz, as well as to Prof. Yaakov Weber, the PhD’s second supervisor. Usually, the review process of PhD is supposed to take 2 months or up to a few months, but when the complaint letter was sent, the review process was around a year and a half, which is extremely long relative to a normal review process. It was pure revenge through abuse of power of authority. Ziva Rozen-Bakher even sent a personal letter to Prof. Aaron Ben-Ze’ev, the former President of University of Haifa that was described the dreadful period that she has suffered because of the abuse of power by Prof. Aron Cohen: “I was like a hostage”; “I wrote to him all the time, beg him to stop, but he didn’t stop”. Thereby, Dr Ziva Rozen-Bakher asked in this letter for an urgent meeting with the former President of the University of Haifa to give him more details about the case. However, despite that the Israeli law obligates organizations to open an investigation in case of abuse of power by authority, then no investigation was open against Prof. Aron Cohen and no meeting was scheduled with the former President of the University of Haifa. On the contrary, suddenly, Prof. Abraham Ben-Zvi, the Head of the PhD Committee was replaced by Prof. Aron Cohen, despite his wrongdoing. It was shocking, but more importantly, it signalled the start path of the disgraceful formal cover-up of the University of Haifa that eventually led to the fabricated reports, and as a result, to the powerful cover-up operations by the 'Israeli cover-up group' until today.
1.5.1.1.2 - Q4/2010 - Two Formal Complaints to the Ethical Committee of the University of Haifa about the Abuse of Power by Prof. Aron Cohen.
Following the appointment of Prof. Aron Cohen to the Head of the PhD Committee, despite his wrongdoing against his PhD student, then Dr Ziva Rozen-Bakher sent the first complaint to the Ethical Committee of the University of Haifa. More specifically, despite the wrongdoing, University of Haifa appointed Prof. Aron Cohen to the Head of the PhD Committee without investigating the complaint about the abuse of power regarding intentionally ‘holding’ the PhD review alongside without investigating the harassment against Dr Ziva Rozen-Bakher and her family (e.g. repeatedly calls and faxes during the nights from various different locations, spy phone and harassment surveillance). However, after a month, without getting a response to the first complaint, then Dr Ziva Rozen-Bakher sent a second complaint to the Ethical Committee of the University of Haifa. Unfortunately, Dr Ziva Rozen-Bakher never got a response to these complaints. It’s unclear if the complaints Blocked, so the Ethical Committee didn’t get them, or if the Ethical Committee got an order from a high-rank in the University of Haifa to not replay to these complaints, despite that the Ethical Committee obligates to do it accordingly to the Israeli law and the rules of the University of Haifa. Important note, until 02-03/2011, the spy calls and the surveillance were carried out by private organizations (private operation by private methods) and not by the ‘Israeli cover-up group’ (spy/military officers with sophisticated military equipment and methods ) that has started to operate after 02-03/2011 when the ‘Israeli cover-up group’ has started the trying to vanish the proofs of the communications with high-rank authorities in Haifa University about the fabricated reports, especially the email that Dr Ziva Rozen-Bakher informed the former President of University of Haifa about the fabricated reports (Hard copies of this email exist in few safe places).
1.5.1.1.3 - 12/2010 - Complaint to Prof. David Faraggi, the Former Reactor of University of Haifa about the ‘Fabricated Reports’.
On 12/2010 the review of the PhD completed after a long delay, but it came with fabricated review reports. Hence, then Dr Ziva Rozen-Bakher gave a complaint about it to Prof. David Faraggi, the former Rector of the University of Haifa with copies to several high-rank people in Haifa University. Despite the obvious problems in the reports, the Rector ignored them without giving any relevant explanations. Worse than that, he demanded from Dr Ziva Rozen-Bakher to finalize the process based on the fabricated reports in order to allow them to approve formally the PhD dissertation. On the one hand, the PhD dissertation reflects high-quality research, so the fabricated reports can’t undermine the quality of the research. On the other, how the University of Haifa can ask Dr Ziva Rozen-Bakher to present fabricated reports of PhD if she will be asked to do it in the future based on fabricated reports that show the wrong year (many years before), wrong pages, wrong sections and such that don’t fit at all the real PhD dissertation of Dr Ziva Rozen-Bakher. Very bad fabricated production!
1.5.1.1.4 - 12/2010 - Complaint to Prof. Eran Vigoda, the Former Head of Political Sciences School of University of Haifa about the ‘Fabricated Reports’.
On 12/2010, Dr Ziva Rozen-Bakher gave also a complaint about the fabricated reports to Prof. Eran Vigoda, the Former Head of Political Sciences School in the University of Haifa with copies to several high-rank people in Haifa University. However, he also ignored the obvious problems in the reports without giving any relevant explanations. Worse than that, he demanded from Dr Ziva Rozen-Bakher to finalize the process in order to approve formally the PhD dissertation.
1.5.1.1.5 - 12/2010 - Complaint to Prof. Aaron Ben-Ze’ev, the Former President of University of Haifa about the ‘Fabricated Reports’

After two weeks of reporting about the fabricated reports to several high-rank people in the University of Haifa without getting any relevant explanations, then it was clear that everyone knew that the reports are fabricated, and thereby, that carried out formal cover-up by the University of Haifa. After two weeks of cover-up, Dr Ziva Rozen-Bakher was fed up with the Lies and she decided to finalize the process. The PhD was approved without any conditions, but usually, the PhD student should try to give a reply to the comments in the reports. However, because some of the comments were not related at all to the PhD dissertation, such as the number of pages, the number of sections that are not fitting at all to the number of pages or sections in the real PhD, and importantly, some comments without any relevant at all to the real PhD. Thus, it even had a problem finalizing the formal process, as demanded by the management of the University of Haifa.
In light of that, she wrote about it to Prof. Aaron Ben-Ze’ev, the former President of the University of Haifa, by giving him specific details why she even had a problem replaying the comments in the fabricated reports. She explained to him that under this situation, she can only reply to the comments that somehow fits her PhD dissertation, while she is going to ignore the comments that it's impossible even to give a reply to them because the comments are not related at all to her PhD. Given that, Dr Ziva Rozen-Bakher even asked the former president of the University of Haifa that someone will be in touch with her about her inability to finalize properly the process. However, no one responded to this problem. Worse than that, despite that her reply didn't include most of the comments, Haifa University approved her PhD as is.
Nevertheless, this approval was the start of the unending hunting by the 'Israeli cover-up group' in order to vanish the proofs of the fabricated reports. However, "The devil is in the details". In their first attempt to vanish the email that Dr Ziva Rozen-Bakher wrote to the former president of University of Haifa about her inability to finalize the PhD process, then they revealed WHO they are because they deleted via cyber-warfare only the communication to Prof. Aaron Ben-Ze'ev, the President of Haifa University and the email to Prof. Gabriel Ben-Dor, the Former Head of the National Security Council (NSC) of Israel, while the emails to ‘Non-Israeli security figures’, such as the email to Prof. David Faraggi, the Former Reactor or to Prof. Eran Vigoda, the Former Head of Political Sciences School, they didn’t delete. In other words, the vanish of the email to Prof. Gabriel Ben-Dor, the Former Head of the National Security Council (NSC) of Israel revealed who they are because Prof. Gabriel Ben-Dor has no direct relation to the fabricated reports. For Dr Ziva Rozen-Bakher, Prof. Gabriel Ben-Dor was a prominent figure during her study at the University of Haifa, so she wrote to him about the problem with the fabricated reports and asked his help by meeting her on that subject. Eventually, she didn’t meet him on this topic. Nevertheless, the vanishing of his email along with the email to the President made it clear that security officers hacked these emails. Still, for the security community, Prof. David Faraggi and Prof. Eran Vigoda are not important like Prof. Gabriel Ben-Dor or even they don't know who they are, so they didn't vanish their emails, despite that their emails have more important information related to the fabricated reports compared to the email of Prof. Gabriel Ben-Dor. It seems that when the operation was carried out, then one of the Israeli security officers noticed the name of Prof. Gabriel Ben-Dor, and decided to vanish his email too, which revealed who they are. Nonetheless, when Dr Ziva Rozen-Bakher revealed about the vanishing of the email of Prof. Gabriel Ben-Dor, then she immediately reported to him about it because of his sensitive security position. Regardless of the above, in this attempt, the 'Israeli cover-up group' forgot that in the real world exist printers and safe places, so it is assured that the copy of this email is safe and not vanish.
