2. Asylum In Portugal due to Political Persecution in Israel, 05-06/2017

Period I, 04 May 2017 - 19 May 2017, Pre-Asylum: Arriving Portugal, Approaching SEF, and Making the Application for Asylum

On 04 May 2017, Dr. Rozen-Bakher arrived in Portugal to apply for Asylum due to the escalation of the political persecution against her in Israel. Therefore, from 04 May 2017 until 17 May 2017, Dr. Rozen-Bakher approached SEF to understand the procedure of the Asylum and which documentation is needed to give a formal application for Asylum. During this period, Dr. Rozen-Bakher approached SEF by email and phone and also in-person. She travelled to SEF HQ near Sintra to discuss her case, and she even met in-person the Director of the Asylum in Lisbon. Thereby, during this period, she made the documentation for giving a formal application for the Asylum, and she also started to settle herself in Portugal, such as opening a Portuguese bank account in Caixa Geral, making a contract with MEO regarding Portuguese mobile and more. In all these contracts, Dr. Rozen-Bakher mentioned her status as an Asylum seeker in Portugal including that she left permanently Israel, regardless of the prospect to become a Portuguese citizen in the coming future.

Period II, 19 May 2017 - 06 June 2017, Formal Application for the Asylum: Giving Formal Application and Making Documentation for the Investigation of the Asylum

On 19 May 2017, Dr. Rozen-Bakher gave a formal application for Asylum in Portugal. Following the application, Portugal officially approved Dr Ziva Rozen-Bakher as an Israeli-Jewish refugee in Portugal. Hence, from 19 May 2017 until 05 June 2017, Dr. Rozen-Bakher made the documentation for the investigation of the Asylum that was supposed to take place on 05 June 2017, but eventually took place a day after that, on 06 June 2017. Following the investigation by SEF, on 7 June 2017, Portugal granted Dr Ziva Rozen-Bakher urgently the Portuguese citizenship with the prospect to provide also urgently the Portuguese citizenship to her son, Daniel Bakher. Daniel Bakher was mentioned in the Asylum due to the cover-up crimes against the family in Israel when he was a child at the age of 12-18 years old, so eventually, on 03/2018, Portugal also granted him the Portuguese citizenship.

Period III, 07 June 2017 - 22 June 2017, ‘Vacuum Period’: A day after the investigation for the Asylum by SEF, Portugal granted Dr. Ziva Rozen-Bakher urgently the Portuguese citizenship, yet she was without formal documents of Portuguese citizenship until 22 June 2017

On 06 June 2017, SEF carried out the investigation for the Asylum, and a day after that, on 7 June 2017, Portugal granted Dr Ziva Rozen-Bakher urgently the Portuguese citizenship with the prospect to provide also urgently the Portuguese citizenship to her son, Daniel Bakher. However, From 07 June 2017 until 22 June 2017, Dr. Rozen-Bakher entered into a ‘Vacuum Period’, namely she was a Portuguese citizen but without formal documentation, such as a Portuguese Citizen Card or a Portuguese Passport.
