Formal Dutch Residency-BSN (burgerservicenummer) is MUST for settling in Netherlands even for EU citizens, such as Opening Dutch Bank Accounts and Opening Utility Services (e.g. Water and Electricity).
ICCG run in Netherland the ‘BSN operation’ over several months to prevent Dr. Rozen-Bakher and her son from becoming Formal Dutch Residents with Citizen Service Number-BSN (burgerservicenummer) to sabotage their ability to settle in Netherlands.
ICCG created an intentional delay of 4 months in getting the BSN numbers of Dr. Rozen-Bakher and her son instead of 2 weeks, which sabotage the ability of Dr. Rozen-Bakher and her son to settle in Netherlands for several months in terms of Opening Dutch Utility Services, such as Water, Electricity, Internet, Mobile, as well as to make Health Insurance that MUST in Netherlands, paying Regional Tax and even opening Dutch Bank Account.
ICCG used the following methods to prevent Dr. Rozen-Bakher and her son from getting the BSN Certificates:
Intentional Delay with the Appointment to make the BSN registration. Interfering with the online scheduling meeting for making registration for the BSN, so instead of getting an appointment in two weeks in advance, then the appointment was scheduled a month and a half later.
Long Delay in Getting the Envelopes with the BSN Certificates by Post. Regular post with an envelope in Hague should arrive within a few days by PostNL, but in the case of the envelopes with the BSN, it took a month, yet the BSN certificates were missing in the envelopes.
Vanished Documents from Envelopes that were sent by Post. ICCG manipulated the envelopes that were sent by post, which led to the situation that instead of getting the Dutch Residency (BSN) within two weeks after the application, then Dr. Rozen-Bakher and Daniel Bakher got it after a few months, still, after a long exhausting bureaucratic path with Dutch Authorities. More specifically, after a long delay, ICCG sent by post manipulated envelopes that included only one page of the BRP certificate without the BSN number and without the second page of the BSN certificate to prevent Dr. Rozen-Bakher and her son from becoming FORMAL residents in the Netherlands.
The Municipality of Hague confirmed that the envelopes with the BRP certificates should include the BSN certificates. However, the Municipality of Hague did not provide any explanations for why and how the BRP envelopes arrived without the BSN certificates nor any explanation about the long delay in sending the BRP envelopes.
It is hard to see how ICCG runs the BSN operation without getting significant formal/informal assistance from Dutch authorities because of the need to get access to the system of Municipality of Hague and its letters, as well as to manipulate the posts via PostNL in order to run this operation.
Sabotage of Dutch Residency has similarity to the sabotage that ICCG made with the application for the Swiss Residency Permit in 07-08/2020 (Please see OP036, Sabotage Swiss Residence Permit, https://www.rozen-bakher.com/iccg-announcements/op036, Switzerland, E034, Swiss Immigration Office, Switzerland).
Timeline of BSN Operation
On 9 August 2020, Dr. Rozen-Bakher and her son moved to the Netherlands to settle as new EU residents. From 09 August until 06 September 2020, they stayed at hotels in the Netherlands when they looked for a rental apartment via Pararius.
On 02 September 2020, Dr. Rozen-Bakher signed a long-term rental contract for a semi-furniture apartment in The Hague.
On 04 September 2020, Dr. Rozen-Bakher and her son entered formally the rental apartment, but they still continued to stay at a hotel until they bought and got the full furniture that was delivered from 05 until 29 September 2020.
On 06 September 2020, Dr. Rozen-Bakher and her son checked out of the hotel and moved into the apartment after getting the first delivery of the furniture.
On 06 September 2020, Dr. Rozen-Bakher and her son applied online for a meeting at the Municipality of Hague to make a registration for Dutch Population Register (BRP). However, the earliest date that the system of Municipality of Hague provided automatically was 19 October 2020, namely 43 days later from the scheduling of the meeting.
On 19 October 2020, Dr. Rozen-Bakher and her son made registration for the Dutch Population Register (BRP) at a personal meeting at the Municipality of Hague.
On 21 October 2020, the Municipality of Hague sent by post confirmation letters with the details that were provided during the registration for the Dutch Population Register (BRP) at the Municipality of Hague.
On 30 October 2020, the Mayor of the Municipality of Hague sent by post ‘Welcome Letters’ for new residents in the Hague. Despite the 'Welcome Letters', Dr. Rozen-Bakher and her son didn’t receive yet the BRP certificates nor the BSN certificates.
On 6 November 2020, Bevolkingsonderzoek sent by post a letter about medical services. The letter mentioned the full details of Dr. Rozen-Bakher in Hague. Despite the letter from Bevolkingsonderzoek, Dr. Rozen-Bakher and her son didn’t receive yet the BRP certificates nor the BSN certificates.
On 19 November 2020, the Municipality of Hague sent by post envelopes with the BRP letters that confirm that the Municipality of Hague has registered the address of Dr. Rozen-Bakher and her son on the Municipal Personal Records Database (BRP) in Hague. However, the BRP envelopes are supposed to include the BSN number on the page of the BRP certificate, as well as the BSN certificate on a second page. However, in the case of Dr. Rozen-Bakher and her son, the envelopes included only one page, yet the BSN numbers had not been mentioned on the page of the BRP certificate nor added a BSN certificate as a second page in the envelope of the BRP.
On 25 November 2020, Bevolkingsonderzoek sent by post an additional letter about their medical services. Despite the second letter from Bevolkingsonderzoek, Dr. Rozen-Bakher and her son didn’t receive yet the BSN certificates.
On 25 November 2020, Dr. Rozen-Bakher and her son received a tax bill that was sent by post from the Regionale Belasting Groep (RGB). The tax bill mentioned the last 4 numbers of Dr. Rozen-Baker’s BSN, despite that she didn’t receive yet the BSN certificate.
On 30 November 2020, Dr. Rozen-Bakher sent the first letter to the Mayor of Hague about not receiving the BSN certificates. The letter was sent by registered post and via email. No email confirmation and no email reply were given for the first letter. On the same day, Dr. Rozen-Bakher sent also the first letter to the Regionale Belasting Groep (RBG) about the inability to pay the regional Dutch tax due to not receiving the BSN certificate. The letter was sent by registered post. However, No response was given to this letter from RGB.
On 3 December 2020, an email reminder was sent to the Municipality of Hague regarding the First letter to the Mayor of Hague about not receiving the BSN certificates. This email was sent from Daniel email. No email confirmation and no email reply were given to this email.
On 7 December 2020, Dr. Rozen-Bakher sent a second letter to the Mayor of Hague about not receiving the BSN certificates. The letter was sent by registered post and via email. No email confirmation and no email reply was given to this letter. On the same date, Dr. Rozen-Bakher sent a second letter to the Regionale Belasting Groep about the inability to pay the regional Dutch tax due to not receiving the BSN certificate. The letter was sent by registered post. No response was given to this letter from RGB.
On 8 December 2020, an email reminder was sent regarding the Second letter to the Mayor of Hague about not receiving the BSN certificates. No email confirmation and no email reply was given to this letter.
On 9 December 2020, an additional email reminder was sent regarding the Second letter to the Mayor of Hague about not receiving the BSN certificates. No email confirmation and no email reply was given. However, the Municipality of Hague contacted Dr. Rozen-Bakher by phone and promised to send the BSN certificates. Nevertheless, Dr. Rozen-Bakher NEVER gets any formal response by email or by post from the Municipality of Hague regarding her complaint letters.
On 11 December 2020, eventually, Dr. Rozen-Bakher and her son received in-person the BSN certificates at the Municipality of Hague and not by post.
