Fabricated Exchange: Exchange From an invalid Israeli Driving License instead of Exchange from a valid Portuguese Driving License

A Complaint to the Portuguese Minister of Infrastructure against IMT
On 30 May 2023, A Complaint was given to Mr. João Galamba, the Portuguese Minister of Infrastructure that responsible for IMT. The complaint was given via the website of the Portuguese government. (please see below).
Here are the grounds for the complaint against IMT:
The President of IMT ignored the request to get information about a given complaint about IMT on the Yellow Book (see Complaint to the President of IMT about IMT Operation). Eventually, Dr. Rozen-Bakher found by herself that it’s not possible to give online complaints about IMT on the Yellow Book, but only in the Hard Book of the Yellow Book that exists in the IMT office in Lisbon.
On 19 April 2023, a complaint was given to the Yellow Book about IMT Operation (See the complaint below). On 30 May 2023, Dr. Rozen-Bakher received by post the answer from IMT regarding the complaint on Yellow Book. However, IMT de-facto argued in their answer that they don’t know how to read a link, so they did not respond to the IMT Operation mentioned in the complaint. Besides, IMT should respond to the complaint until 09 May 2023 as required according to Portuguese Law, but IMT wrote the answer on 12 May 2023, while it was sent via CTT on 16 May 2023, still, the envelope was received by post after 13 days on 30 May 2023 instead of 3 days normal time for receiving an envelope within Lisbon. Therefore, likely that ICCG finds a way to manipulate the post of IMT envelope, resulting in an unusual delay of 13 days in receiving the post.
IMT should respond immediately to the complaint about IMT Operation because of the Fabricated exchange from a Portuguese Driving License to a Dutch Driving License, which is related to IMT Operation. ICCG fabricated the exchange from the Portuguese Driving License to the Dutch Driving License as described above, resulting in the situation that Dr. Rozen-Bakher holds a fabricated Driving License. Dr. Rozen-Bakher already had a correct Portuguese Driving License, so IMT should provide her with a new Portuguese Driving License without any delay based on her application that includes all the necessary information.
The Portuguese Minister of Infrastructure should also investigate WHO made the Fabricated exchange from a Portuguese Driving License to a Dutch Driving License and HOW it was done to prevent the production of a similar fabricated exchange from a Portuguese Driving License.
