Highlights

The process of the application of Daniel Bakher for Study Scholarship from DGES-Portuguese Directorate General for Higher Education Looks like ‘ICCG Process’!. Again and again, DGES asked for the same information, despite that the same information was already given in the previous requests. Worse, during the review process of the application by DGES, ICCG blocked emails from DGES to Daniel’s Mailbox of University of Lisbon (fc59465@alunos.fc.ul.pt). Importantly, after 5 months of Harassment Application Process by DGES that was includes repeated requests for the same information, Declaration under OATH and even ridiculous interview in which Daniel asked if he grows Chickens and Potatoes for consume in his Apartment in Lisbon, then eventually, DGES refused to give the Study Scholarship based on false argument that the Household Annual Income was above the minimum in 2022, despite that no household income was in 2022, while on contrary, in 2022, the family had no income neither from salary due to Sabotage Academic Position Operation (see section 2 in Chapter 6 of ICCG Documentation) nor from investment because the Swiss bank Zürcher Kantonalbank lost 12K from the investment of the family in 2022 (For more information related to Zürcher Kantonalbank, please see OP027, OP058, OP173, OP174, OP176). Even if we look on the second financial criteria of DGES, namely the Household Movable Property, then the Household Movable Property of Daniel Family was less than the minimum criteria of 115,303.20 Euro. Hence, DGES based on the information that was given by Daniel from the day one of the application should approve the application of Daniel, but instead, after 5 months of Harassment Review Application Process, DGES intentionally rejected the application as part of the operation of ICCG to prevent any income from Daniel’s family (see section 3 in Chapter 6 of ICCG Documentation).

Timeline of DGES Application Review Process

  • On 19 March 2023, Daniel Bakher submitted an Application for Academic Scholarship from DGES (see below). An email confirmation was received following the application (see below).

  • On 19 April 2023, a month after submitting the application, Daniel Bakher received a request from DGES to provide additional information (see below). An email was received to provide additional information (see below).

  • On 23 April 2023, Daniel Bakher submitted the required information following the request from DGES from the date of 19 April 2023. DGES did not send an email confirmation for providing additional information as done when the application was submitted or when a notice was given to provide additional information.

  • On 03 May 2023, Daniel Bakher submitted additional required information following the request from DGES.

  • On 04 May 2023, DGES sent a request for an Interview with Daniel Bakher regarding his Application for a Scholarship. However, Daniel Bakher asked for a new date for the Interview because of his inability to conduct the interview on the date and hour that was scheduled by DGES.

  • On 17 May 2023, an interview took place in the DGES office. The questions during the interview were repeated on information that was already given by Daniel during the application process, still, during the Interview, DGES asked Daniel ridiculous questions, such as if Daniel grows Chickens and Potatoes for consume in his Apartment in Lisbon. Importantly, during the interview, DGES argued that it is not relevant to get study scholarship like in the case of Daniel Bakher and her mother that have suffered from political persecution, which prevented from them working or having any income or even left them without money for food.

  • On 17 May 2023, following the interview, DGES asked again for information regarding 2011 (see below), but ICCG blocked the notification email about this request to sabotage the application because the answer should be given up to 10 Working Days. However, Daniel Bakher found out about this request on 28 May 2023 when he log in to his application on DGES website.

  • On 28 May 2023, following the request from17 May 2023, Daniel Bakher gave again information about the year 2011 (see below).

  • In 07/2023, after 5 months since the application was given, DGES informed Daniel Bakher that DGES rejected his application for Study Scholarship based on false argument that Daniel did not meet the requirement of the financial criteria, despite that Daniel, again and again, gave all the proofs that he meet requirement of the financial criteria of DGES for Study Scholarship.


DGES Criteria for Getting Study Scholarship

On 17 May 2023, following the interview, DGES asked from Daniel to give Declaration under OATH, but ICCG blocked the notification email about this request, so the information was given on 28 May 2023 when Daniel Bakher found out about it when he log in to his application on DGES website.
